El gobierno “democrático” de la república bananera (perdón Bolivariana) de Venezuela ha prohibido que se publique el verdadero valor del bolivar en el mercado internacional. Claro ellos pueden hacer eso porque eso hacen las democracias bananeras. Pero no desespereis, de seguro tenéis una calculadora imperialista “Texas Instrument” o una del imperio del sol “CASIO”. Inclusive la gran tecnologia cubana nos ha legado su método desarrollado por los Indios (los de la India, no los de guayuco) hace unos 4,000 an~os (el lápiz y el papel).
Como sea toman el valor de un “papel” Venezolano en el mercado local lo multiplican por 2,15 yo lo dividen por su valor en el internacional. Bonos de deuda Venezolana funcionan muy bien en este ejercicio.

This weekend, Hugo Chávez gave nine lessons on how not to handle a country’s economy from his program Aló Presidente number 301 held in the restored Machiques dairy plant in Zulia state.
To begin with, Chávez clearly demonstrated once again that he does not have the least idea that, since December 2, his time a president has an expiry date, that he is not the owner of either the country or of public funds, and that his habit of saying “I’ve paid” when referring to investments by the State is inappropriate and out of place. It seems that he also forgets that it is the Venezuelan people who pay for those investments with their taxes and their share of the oil revenues.
He also made it clear that he has serious difficulties in understanding the fundamental precepts of how a country’s economy functions. This poor knowledge of the subject was revealed when, unable to cope with the unfortunate situation created by the country’s lack of milk production, he took hasty, incomplete, mistaken and dictatorial measures.
First he showed his indignation with the workers in charge of the Machiques Socialist Dairy Plant, berating them because they were preparing to produce cheese and yogurt (profitable lines), and ordered them to process only powdered milk (at a loss), so condemning this recently restored plant to possible bankruptcy.
Then he announced a 36.6% increase in the cost of raw milk on the producer level, from Bs.F.1.10 to Bs.F.1.50.
While at first glance this would seem to be cause for celebration, as prices have been frozen since 2005, the illusion was short lived, as the increase is still insufficient to cover production costs. Moreover, by not authorizing price increases throughout the dairy production chain, he is generating more distortions and is now also forcing the retailer to sell at an even greater loss.
Worse still, he ordered restricting the use of milk to produce items such as yogurt, cheese, and sweetened processed milk, regardless of the fact that these are customary food supplements in the Venezuelan’s diet.
By insisting on maintaining price controls, the President aims, against all economic logic, to force an entire sector of the economy to be neither profitable nor productive. He has not understood that the price control system is collapsing and that it has led to disinvestment, shrinking domestic production, and, therefore, to making shortages endemic.
One detail that illustrates this chaotic situation is the fact that the basic basket products whose prices are regulated, when they can be found, are being sold with a surcharge of 126.3% on average, according to Cendas (Venezuelan Teachers’ Federation Documentation and SocialAnalysisCenter).
To top it all, the President continues resorting to threats, coercion, and attacks on private property to “encourage investment and production.” The best he can think of is to threaten companies that sell milk at above the regulated price or sell it to private processors that produce cheese and other dairy products with expropriation. That’s no way to govern!

Este fin de semana Hugo Chávez dio nuevas lecciones de cómo no se debe manejar la economía de un país, desde su Aló Presidente número 301, realizado en una recuperada planta láctea de Machiques en el Zulia.
Para comenzar, Chávez mostró nuevamente que es claro que no tiene ni la más remota idea que desde el 2 de diciembre su mandato presidencial tiene fecha de vencimiento y que él ni es dueño del país ni del erario público. De allí lo inapropiado y fuera de lugar de su acostumbrada expresión “yo he pagado”, para referirse a las inversiones que hace el Estado. Parece que también se le olvida que quienes pagan esas inversiones son los venezolanos con sus impuestos y su cuota parte de los ingresos del petróleo.
También dejó claro que tiene graves fallas para entender los preceptos fundamentales de cómo funciona la economía de un país. Esta deficiencia presidencial quedó en evidencia cuando desbordado por la lamentable realidad de la falta de producción de leche en el país, tomó medidas apresuradas, incompletas, erradas y dictatoriales.
Primero, increpó indignado a los trabajadores encargados de la Planta Láctea Socialista de Machiques, que se aprestaban a producir queso y yogurt (productos rentables) y les ordenó procesar (a pérdida) sólo leche en polvo, condenando así a esta recién recuperada procesadora a una eventual quiebra.
Luego anunció el incremento de 36,36% del costo del lácteo crudo a nivel de productor, el cual pasaría de Bs.F.1,10 a Bs.F.1,50.
Aunque a primera vista esto sería algo que celebrar, pues los precios estaban congelados desde 2005, la alegría dura poco dado que el aumento aún es insuficiente para cubrir los costos de producción. Por otro lado, al no autorizar aumentos de los precios en la cadena completa de producción láctea, está generando más distorsiones y obligando también al detallista a vender ahora con más pérdida.
Peor aún, ordena limitar el uso de la leche para producir derivados como el yogurt, quesos, leches procesadas azucaradas, entre otros, a pesar de que éstos son suplementos alimenticios habituales en la dieta del venezolano.
El gobernante al insistir en mantener los controles de precios pretende, contra toda lógica económica, obligar a todo un sector de la economía a no ser rentable ni productivo. No ha entendido que el sistema de control de precios está colapsando y que ha llevado a la desinversión, a la merma de la producción nacional y por ende, a hacer endémica la escasez y el desabastecimiento.
Un detalle que revela esta caótica situación, es el hecho de que los productos de la cesta básica con precios regulados, cuando se consiguen, son vendidos con un sobreprecio de 126,3% en promedio, según el Centro de Documentación y Análisis Social de la Federación Venezolana de Maestros, Cendas.
Para colmo, el mandatario continúa utilizando la amenaza, la coerción y el ataque a la propiedad privada para “estimular la inversión y la producción”. Así lo único que se le ocurre es amenazar con expropiar a las empresas que vendan la leche sobre el precio regulado o a las que la vendan a procesadoras privadas que se dediquen a la producción de quesos y derivados. ¡Así no se gobierna!.

Desde que el Gobierno de Hugo Chávez comenzó a imponer controles de todo tipo, muchos analistas alertaron que los únicos efectos de ellos serían: desestímulo a la inversión, merma en la producción, incremento en los precios de los bienes y servicios y desabastecimiento de los bienes de primera necesidad. Este tributo estará vigente hasta diciembre de 2008.

There are very few countries where people and companies are guaranteed the absolute confidentiality of their bank accounts. Not even in Switzerland!
Nevertheless, in almost all countries the authorities only have access to bank customer information upon presentation of a court order issued on the basis of a well-reasoned petition and for justified cause.
So it is difficult to explain why, on October 9, the Superintendent of Banks ordered all banks in the country to provide Sudeban with all the information of private individuals with average movements of Bs.400 million a month on their bank accounts.
This request by Sudeban is in contravention of the General Banking Law, compromises bank secrecy, and violates the guidelines laid down in current legislation.
This is an unheard of measure. First, because in the Venezuela of today it has become possible to use lists such as the Tascón-Chávez and Maisanta lists, promoted by the government and used against millions of Venezuelans who “dared” to call for the revoking of the President’s mandate. And second, because it is common knowledge and has been widely reported in the press and other media that data from Onidex (Identification and Immigration Office) on all residents in the country and which should be kept confidential can be had from many street vendors for just a few bolivars.
Evidently, no one can guarantee that the information Sudeban is asking for will not end up in the “secondary market,” particularly in the hands of groups such as the Revolutionary Armed Forces of Columbia (FARC) or the Bolivarian Liberation Force (FBL) or any common criminal to further boost the already booming kidnapping “industry.”
The other irony is that, the next day, October 10, Sudeban issued a circular instructing banks to increase their controls regarding “the reviewing and verification of the documentation” of their customers and to evaluate their customers’ payment capacity so as to “mitigate the risks inherent in the mass granting” of credit cards.
So, it is difficult to understand–much less excuse- how Sudeban has not lifted a finger to oppose the decision handed down by the Constitutional Chamber of the Supreme Tribunal of Justice (December 2005) or that of the Political-Administrative Chamber (March 2007) that suspended the use of SICRI (Central Risk Information System). This was the ideal mechanism for reducing credit risk as it allowed the banks to share information on users who default on their obligations.
It is truly ironic that the government, on one hand, forbids an instrument of proven efficiency for minimizing bank risks such as the SICRI on the grounds that it violates the right to privacy and, on the other, it orders the banks to reveal confidential information on bank customers.

O como nos suena en Muevete “Mentirijillas del dictador y sus virreyes”
Desde hace más de cuatro años VenEconomía ha expresado sus dudas sobre la exactitud de las cifras de producción y exportación que han venido reportando PDVSA y el Ministerio de Energía y Petróleo. Ahora, un giro en la estrategia de la OPEP permite que se develen las mentiras del Gobierno en cuanto a la producción de crudo en Venezuela y se abra una Caja de Pandora en Caracas.
El 11 de septiembre, en su reunión en Viena, la OPEP decidió reformular su sistema de asignaciones individuales de producción a fin de que las mismas reflejasen mejor la verdadera producción de sus miembros. Según la información publicada entonces en su página Web, la cuota de Venezuela sería reducida de 11.5% a 9,1% (de 3.085.000 b/d a 2.470.000 b/d) para el 1° de noviembre de 2007.

Ya se sabe que la propiedad privada no tiene cabida en el proyecto de Hugo Chávez. Ya el mandatario lo ha advertido hasta el cansancio, una y otra vez.
Además, en su propuesta de “reforma” constitucional Chávez lo deja bien claro. Con la modificación del artículo 115, se eliminaría la propiedad privada. Sólo dejaría, inserta entre cuatro tipos de propiedades más, una especie de propiedad “personal” que no pasaría del derecho de “usar y consumir” el cepillo de dientes y la camisa que se lleve puesta. O tal vez, si el Gobernante es generoso podría alcanzar a alguna herramienta de trabajo, siempre y cuando se demuestre que la misma fue “legítimamente adquirida”.
Y si el absurdo ya es inmenso, ahora llegó al extremo de lo inverosímil.

In the perpetual electoral campaign he has been waging in his eight years in office, President Hugo Chávez has announced innumerable promises to all and sundry. Yet most of them, particularly those aimed at bringing development and prosperity to the country, have either fallen by the wayside before coming to anything or been a total failure.
Here are some of the most notable projects that, today, are paralyzed or succumbing to inefficiency, lack of planning or rampant corruption:
1) One of the most publicized was the Sow Oil Plan 2005-2030, which was to be implemented through six large development projects in two phases (phase one from 2005 to 2012 and phase two from 2012 and 2030). However, today, it is two years behind schedule, a situation they are attempting to correct with an injection of more than $10 billion in 2007. Even though the goal was to increase PDVSA’s production from the official figure of 3.3 million b/d in 2007 to more than 5.8 million b/d by the end of 2012, at the moment PDVSA is producing only 2.4 million b/d according to the International Energy Agency and OPEC. What is more, there is a deficit of some 100 drilling rigs.
2) Another project that Chávez launched with a tremendous fanfare was the Great Southern Gas Pipeline, which has now been shelved. Chávez’ plan consisted of laying, together with Brazil, a 9,000-km gas pipeline across the Amazon at a cost of $23 billion to connect the gas fields in Venezuela’s eastern region with consumers in Argentina and Brazil. The mammoth project, destined to failure from the start given the endless commercial, political, and environmental obstacles, turned out to be unviable.
3) A week ago, stepping up the campaign for the referendum on the constitutional reform, in Aló Presidente on September 16, Chávez announced a “socialist gas revolution,” which consists of 10 large gas projects that, in the space of five years, will supposedly transform Venezuela into a “great world energy power.” The only “revolutionary” thing about this announcement was its dose of populism to enchant the most economically depressed sector of the population. Most of the gas reform projects are revamped plans announced way back and not implemented.
And 4) the most recent project, “the petrochemical revolution,” was announced this Sunday during Aló Presidente. As part of this project, he promised to build petrochemical plants in Zulia, Carabobo, Anzoátegüi, Sucre, Falcón Táchira, Barinas, and Apure with a view to turning Venezuela into a world power. The plan includes 87 projects with an investment of $20 billion that are expected to produce billing of $1.7 billion and generate 700,000 jobs by 2013.
Yet the country is falling victim to crime, shortages, inflation, and political apartheid amidst so many empty promises. Meanwhile, Chávez is making strides in fulfilling his other promises: his promises to impose communist-style communism, do away with democracy, sever freedoms, and implement programs of ideologization in order to create his “new man.”
